What is the Washington State Real Hope (DREAM) Act?

This week Governor Inslee signed into law the Washington State Real Hope Act (often referred to as the DREAM Act). This is a measure that expands state college financial aid to undocumented students.
The residency eligibility permitted by this legislation includes non-citizens who:
Have graduated from a Washington high school or obtained a GED;
Have lived in Washington for three years prior to earning the high school diploma or equivalent and continuously since; and
Sign an affidavit (written promise) to file an application to become a permanent resident of the United States when eligible to apply.
The Washington Student Achievement Council will soon produce a state application for students who are unable to complete a FAFSA due to immigration status.
